Approval
Approval represents an empire's happiness, with high
increasing
FIDSI production and low
decreasing it. A major effect on
approval is Expansion Disapproval, which causes
to decrease with each additional city settled or captured. In general, the
approval mechanic encourages empires to carefully manage their development and discourages them from expanding too quickly.
Approval ranges between 0 and 100, with values outside this range truncated to fit. A city has a base
of 60, and an Empire also has an empire-wide
calculated as the average approval of all cities, weighted by
Population.

Modifiers
Generally speaking, the biggest penalties to
approval are Expansion Disapproval, Districts (particularly the Borough Streets), and Ownership; and the greatest increases to
are City Improvements and Luxury Resources.
Expansion Disapproval
Every city suffers -10
Expansion Disapproval for every other city in the empire. Managing approval is thus a top priority for most empires, since it effectively limits how many cities the empire can efficiently control.
There are a few modifiers to expansion disapproval:
- A faction's original capital has a Palace, which causes it to not generate any expansion disapproval.
- The
Allayi trait, We Chosen Few, causes cities to generate +150% expansion disapproval, so each additional city generates -25
expansion disapproval. - Two technologies, Bread and Circuses and State-Approved Theatre from Eras III and V, respectively, each reduce expansion disapproval by 25%.
- The Legendary Deed Beloved of the People in Era V, when completed, grants the Patriotic Propaganda technology, which further reduces expansion disapproval by 50%. Completing the deed and researching both technologies above will reduce expansion disapproval to 0, allowing non-
Allayi empires to expand freely with no penalty. - The
Roving Clans governor skill Feet on the Street causes a city to not generate any expansion disapproval. This makes them extremely strong governors: a level 4 Roving Clans hero effectively grants empire-wide +10
, or +25
for the Allayi.
Aside from these, the primary ways to counteract expansion disapproval are buildings and luxury resource boosters. There are also some other Hero Capacities and Skills that reduce expansion disapproval, covered in the section below.

Layouts
A Borough Streets has a base -10
penalty, but a level 2 Borough Streets gains +15
, for total of +5
instead. This encourages building districts in a double-wide line or in triangles to reach level 2 bonuses quickly, instead of spreading out throughout a region.
Cultists can level up their districts to level 3, granting each district +20
. The
Allayi exclusive borough, the Garth of the Allayi, has a reduced base penalty of -5
.
Ownership
A newly captured city will start with 0% Ownership, causing significant penalties to
approval. These will decrease over time as ownership increases.

Luxury Resources are one of the best ways to boost
Approval; when active, they increase
in every city in the empire, along with various other benefits.
- Most Era I luxury resources (
Dye,
Emeralds,
Gold, and
Spices) grant +5
. Wine instead grants +30
to all cities, making it one of best ways to increase approval in the early game.- All other luxury resources grant +10
.

Miscellaneous
Terrain
Certain Anomalies grant +10
(or very rarely, +20
). These can be very powerful early game, easily bumping a city from one approval level to the next, not to mention their other bonuses to tile yields. It is generally recommended to settle early cities near these anomalies to help them develop more quickly.
Assimilation
The Eyeless Ones provide an assimilation bonus of +5
on Cities per pacified and rebuilt village, up to +30
.
Empire Plan
The
Empire Plan's
Empire and Expansion level 2 bonus increases the Approval of all cities by
25.
Technology
As mentioned above, Bread and Circuses and State-Approved Theatre both reduce Expansion Disapproval by 25% each.
The
Necrophages-exclusive Era II technology, Demanding Gods, enables a city to sacrifice
Population to gain +30
for a number of turns equal to its population count before sacrifice.
Urkans
The Urkan Power training grants +50
to allied cities, or -50
otherwise, to regions adjacent to where Chaka or Fakir are rooted.
